Discussion Papers
To seek further information and comment on topics the Commission periodically released discussion papers and sought public submissions on them.
The discussion papers were intended to refine the problems, the options to address those problems, and the main areas of common view or debate in order to help the hearing on the topics be as focused and effective as possible.
The discussion papers asked submitters to consider:
- how much of a problem the issue is or was in practice;
- evidence and analysis underpinning the issue/problem, rather than hearsay or anecdotal views alone; and
- the pros and cons of the options to address the problem.
